Dairy State Degenerates: Shawano, WI

 

     Marvin L. Bailey, born on May 28th, 1962, was arrested on December 1st, 1994, charged with two counts of second-degree sexual assault of a child and a count of first-degree sexual assault of a child. He ultimately pleaded guilty to one count of the former on February 22nd, 1996, and was sentenced to five years in state prison with lifetime registration as a sex offender. He served the entirety of his sentence and was released on February 13th, 2001. His wife divorced him in 1999, while he was in prison. In 2010, he was arrested for attempting to rape another child and for exposing his genitals, ultimately being sentenced to 9 months in jail with 2 years probation. He was sentenced on August 29th, 2011, released in May 2012, and remained on probation until 2014. He was divorced again in 2010. On September 7th, 2016, he was convicted of possession of a firearm by a convicted felon and sentenced to 30 days in jail with a year of probation. Over the past decade, he has been sued for nearly $40,000 in delinquent funds; he currently lives at W 9218 Butternut Road, in Shawano, Wisconsin, 54166.

     Clayton John Balke was born on June 27th, 1942. He was divorced in 1993. In 2004, he was arrested for showing a child under the age of 13 pornography, being convicted by a jury in trial in March 2005 and sentenced to six months in jail (he was released in 2005), three years of probation (which ended in 2008), and 20 years RSO status (he is eligible to be removed from the registry in 2023).He lives at 918 Maiden Lane in Shawano, Wisconsin, 54166.

     Steven D. Blank was born on March 27th, 1956. He was arrested in 1993 and found guilty by a jury trial of second-degree sexual assault of a child, ultimately being  sentenced to three to seven years in state prison with lifetime registration as a sex offender. His wife divorced him that year. He has since been arrested for low-level crimes like OWI, disorderly conduct, and resisting an officer and sued by the state and numerous companies for nearly $15,000. He lives at W 5028 Rainbow Circle in Shawano, Wisconsin, 54166, and works as a trucker.

     Matthew J. Betzner was born on August 19th, 1981. He has a sealed criminal case on his record, indicating his offenses span to his days as a juvenile. He was arrested on September 14th, 2000, for second-degree sexual assault of a child, being found guilty of one count, having another count dismissed, and being found not guilty of a third count between April 2001 and December 2002 and receiving a sentence of two years in state prison. This was what it took to stop him: he was arrested over a dozen times while out on bond for passing bad checks, theft, vandalism, arson, and bond jumping, receiving an extra decade behind bars in these cases. He was released in February 2012, remained on probation until 2017, and must register as a sex offender for life. He has been sued for child support and medical bills, and he lives at W 7716 County Road MMM in Shawano, Wisconsin, 54166.

     Shannon D. Bork, born on March 16th, 1982, is simply a bum. He was arrested four times in 2004, charged with theft, property damage, possession of drug paraphernalia, and three counts of exposing a minor to harmful material. He received four sentences concurrent to one another: 30 days, 180 days, 270 days, and 360 days. After being released in October 2004, he was placed on probation until 2006 and ordered to pay fines, perform community service, submit a DNA sample, undergo counseling, and register as a sex offender for life. He was fined for theft in 2007, sued for child support and fined for not having car insurance in 2017, and is visibly still on drugs. He lives at W 5548 Lake Drive in Shawano, Wisconsin, 54166.

     Orlando A. Brown, born on January 1st, 1990, was arrested for using a computer to facilitate a child sex crime in October 2014, remained in jail without bond, and pleaded guilty in March 2015, still receiving a sentence of five years in prison with two years of probation. Released on October 31st, 2019, after serving his full sentence, he remains on probation until 2021 and must register as a sex offender until 2037. He lives at 311 1/2 S Union Street, in Shawano, Wisconsin, 54166.

     Cheryl L. Butenhoff, a woman, is the worst offender on this list. Born in 1949 and arrested in 1990, she pled guilty to second-degree intentional homicide, manufacturing and delivering drugs, and second-degree sexual assault of a child and ordered to spend 16 years in prison with lifetime registration as a sex offender. Despite the horror of what she did, she was released in 1997 after serving roughly half of her sentence. She lives at W 5656 Lake Drive, Apartment 1, in Shawano, Wisconsin, 54166.
