Dairy State Degenerates: Pulaski, WI

     

     Pulaski, Wisconsin, is a small town, but it has a dark side: 20 registered sex offenders, of whom most were convicted of crimes against children. A few of the gems, or blood diamonds, in this instance, can be found below.

     Cody Kozicki is not yet a registered sex offender, but he should never have the chance: he needs to be locked up for life. At age 17, he sent graphic pictures of his genitials to dozens of middle school and high school students, and the principal refused to take any action. One girl even recounted how she threw her phone away after she received the picture. He was only arrested after he sent pictures to 3 different 8-year-old girls, and yet he can be spotted around town, his grandmother supportive of her sex predator monster no matter what. His case is still pending, and he could technically face 28.5 years in prison, but, given his age and mental status, he'll likely get probation and sex offender registration. 

     Johnny Russo is a monster, and the world would be better without him. He was convicted in 2002 of repeated acts of sexual abuse against 2 children, a boy and a girl, and sentenced to 10.5 years in prison. He was released in 2014 and will remain on probation until 2023. He will also be registered as a sex offender for life. His case was covered extensively by the media, and he filed a petition for review to the Wisconsin Supreme Court in 2008, which was rejected. He lives on 405 East Glenbrook Drive. 

     Frank Matthew Woyak got a slap on the wrist for soliciting a child for prostitution. He received 6 months in jail and was released in 2017 after he pled guilty to the enticement charge in exchange for the human trafficking charge being dropped. He must remain on probation until 2022 and register as a sex offender for at least 20 years. He lives on 1168 County Road C.

     Thomas J. Bouchonville was convicted in 1991 of first-degree sexual assault of a child, which is usually a charged reserved for when pregnancy or serious bodily injury is involved. His sentence is unknown, as it is a 30-year-old case, but, as his registration began in 1997, he spent roughly 6 years behind bars. He lives at 720 Karcz Dr, apartment 6.

     Thomas Heagle was convicted of the same crime at age 18. However, to be convicted of such a crime at that age, the victim was most likely half his age or less. He was sentenced to 10 years in state prison and released in July 2010 after serving the majority of that sentence. He also received 11 years and 9 months of probation, which is set to expire in 2022, and must register as a sex offender for life. 

     Daniel Dufek was yet another convicted of this crime, and in 1999 he was sentenced to 10 years in a state prison. He was released after serving roughly 6.5 years, in September 2005, and placed on parole until 2009. He must register as a sex offender for life. He lives at 331 West Pulaski Street.
